Whistl has been highlighted as one of the UK’s biggest innovators in communications services by the media regulator, Ofcom.
Whistl Featured in Ofcom Three-Year Plan
The latest Ofcom three-year plan covering 2025-2028 features a timeline of selected companies that have shaped the communications landscape.
Plotting from the 1989 launch of the first Sky satellite television service to the recent rise of generative AI giant, ChatGPT, Whistl is named amongst illustrious company.
The stellar list also includes Google, Instagram, and the launch of the first Apple iPhone and the BBC iPlayer.
Revolutionising the Postal Market
Whistl’s entry focuses on the pivotal moment in 2012 when the company (then TNT Post UK) seized the opportunities afforded by market deregulation. This led to the creation of its own end-to-end mail delivery service, challenging a monopoly that had existed for over 500 years.
The business quickly became the second largest E2E delivery provider behind Royal Mail, opening up routes across Liverpool, Manchester and London.
In 2015, Whistl would exit the end-to-end space. But the business would continue to develop and grow its mail and door drop offering and cement its position as the UK’s largest downstream access provider.

Innovation is Underpinned by an Entrepreneurial Spirit
The next five years would signal a hugely ambitious and exciting period of expansion. Through organic growth and acquisition the Whistl Group enlarged its suite of services to include eCommerce fulfilment, domestic and international parcel delivery management, contact centres, self-service leaflet delivery, and product sampling.
As a result, Whistl is now uniquely placed across the entire customer journey, from acquisition to delivery.
However, while the size and scale of the business has changed, it remains true to its roots.
Whistl remains an entrepreneurial organisation, on the side of its customers.
